<p>Organised by the Local Government Association, the hashtag #OurDay was used across Social Media channels on Tuesday to highlight the fantastic work that goes into making local public services work for their residents.</p>
<p>The 24 hour social media marathon gave everyone who works or volunteers in local public services the chance to share their stories of how they improve the quality of life of residents.</p>
<p>Videos, photos and stories were shared by hundreds of organisations, highlighting the individuals who put in the time and effort to keep such a wide range of services running smoothly.</p>
<p>As Victoria Forms work closely with Local Authorities to provide comprehensive online services for Benefits, Revenues, Licensing, Environmental Health, Planning and Housing; we thoroughly enjoyed seeing stories from the departments we work with, as well as learning more about how other areas of Local Government work.</p>

<p>Currently, an HMO generally refers to one of the following:</p>
<ul class="bulletlist">
<li>A house split into bedsits</li>
<li>A house or flatshare where each tenant has their own tenancy agreement</li>
<li>Students living in shared accommodation</li>
</ul>
<p>Under the new rules, an HMO will be a property that is:</p>
<ul>
<li>occupied by five or more persons;</li>
<li>occupied by persons living in two or more separate households</li>
</ul>
<p>Full details of the changes can be found in the “The Licensing of Houses in Multiple Occupation (Prescribed Description) (England) Order 2018”, which can be <a href="http://www.legislation.gov.uk/uksi/2018/221/made" target="_blank" rel="noopener noreferrer">read in full here</a>.</p>
<p>It is expected that these new rules will increase the number of properties that need an HMO Licence from their Local Authority.</p>

										<content:encoded><![CDATA[<p style="margin: 0cm 0cm 6.0pt 0cm;"><strong>GDPR will come into effect from 25<sup>th</sup> May 2018.</strong></p>
<p>Under the Legislation, Local Authorities are classified as a ‘<strong>Data Controller</strong>’ and Victoria Forms are classified as a ‘<strong>Data Processor</strong>’.</p>
<p>Article 4 defines data controllers and data processors as follows:</p>
<blockquote><p><em>(7) ‘<strong>controller</strong>’ means the natural or legal person, public authority, agency or other body which, alone or jointly with others, determines the purposes and means of the processing of personal data; where the purposes and means of such processing are determined by Union or Member State law, the controller or the specific criteria for its nomination may be provided for by Union or Member State law;</em></p>
<p><em> (8) ‘<strong>processor</strong>’ means a natural or legal person, public authority, agency or other body which processes personal data on behalf of the controller;</em></p></blockquote>
<p>Under the Legislation, Data Processors will have some additional responsibilities. To prepare for this, Victoria Forms are making some updates to our system, and we are also contacting our Local Authority customers to provide some additional advice around data retention and form changes.</p>

<p>We’ve started off with a Word template. All you will need to do is to insert VF Creator fields into the template wherever you would like fields for the online form. A trick here is to copy and paste a single field, and then make adjustments.</p>
<p>For quick adjustment of field size, press Ctrl + arrow keys to adjust width or height by 10 pixel; otherwise, use the arrow keys for making precise adjustment (by 1 pixel).</p>
<p>You can press and hold the Ctrl key and then select multiple fields to edit their properties in one go.</p>
<p>The last step to do is to change the field types.</p>
<p>And there you go – creating an online form in Word couldn&#8217;t be easier! Once it is published, it is online for your form users to complete and submit, either via a link sent out by email or via your Public Forms Library webpage.</p>

<li class="post-content">Word has loads of features for making good looking, well laid out forms – tables, graphics, images, backgrounds, page sizing, etc. Experienced Word users can put together highly professional business forms, for any use.</li>
<li class="post-content">There are lots of Word features available to assist you as you work – spell checking, grammar checking, document styles, change tracking, etc. You can copy and paste sections of forms from one page to another, and from one form to another, speeding up form creation.</li>
<li class="post-content">You can print Word documents – some of your clients may still expect a paper version of forms.</li>
<li class="post-content">Creation of forms is super-fast. Being a desktop product, document creation is never compromised.</li>

<p>Yes, Word is great for <em>creating</em> forms. The problems come when they are to be filled in:</p>
<p><strong>Reasons why Word documents are bad for forms use:</strong></p>

<ol>
<li class="post-content">Users without Word cannot complete Word Forms, including most users with mobile devices and tablets.</li>
<li class="post-content">A Word form can vary in appearance from one brand of word-processor to the next and from one version of Word to the next. You cannot be sure what the end users will be seeing. This is particularly true with Word Online (the browser-based version of Word) – where key features of Desktop Word are not supported.</li>
<li class="post-content">Word documents don’t validate the data – The returned forms can contain obvious errors and omissions, making more work for staff when they receive incomplete, or erroneous replies.</li>
<li class="post-content">Users can edit the Word document – inserting their own text, or removing key clauses. You cannot be sure that what you receive is the same as what you send out.</li>
<li class="post-content">Completed Word documents are returned by email, which is often inconvenient and unreliable &#8211; users can&#8217;t be sure that the form has been sent and received.</li>
